For this episode of What Has The Environment Ever Done For Us?, we could not have a more qualified guest to talk about the role of planning and how the Government can create the framework for homes to play their part in the Race to Zero.
Steve Quartermain was Chief Planner at MHCLG (now the Department for Levelling Up, Homes and Communities) between 2008 and 2020 during which time he was responsible for bringing forward the National Planning Policy Framework. He has been giving thought to how the planning service needs to further transform so that environmental improvements can more easily be facilitated.
How can we rethink Permitted Development rights to focus on environmental gain? Should we consider opening them up in some limited way to thousands of homes with heritage value or in protected parts of the country?
