The company is motivated by a desire to achieve, in whatever field it is working, the best possible outcomes for local communities. Underpinning this is our core set of values: to act honestly and with integrity. This is why we have agreed on a company wide code of conduct.

The process of working on planning projects and building relationships between the public and private sector is often high profile and can give rise to raised passions on all sides. Cratus’ protocol, outlined below, is designed to ensure that all participants in the process: clients, councils and our own staff, are able to demonstrate transparency and probity across all our work

Cratus Communications Limited operates primarily within the world of local government; when it is necessary for the company to engage with members of or the bodies making up national government and any or all institutions associated with it all staff will abide by the rules, codes and practices of that particular institution.

When interacting with any local government body, councillor, officer or member of the public the company will at all times declare on whose behalf they are making representations.

Before any interaction occurs Cratus will work to verify the accuracy of all information given by a client and the wider project team before any communication is made with members of the public. Such verification will also take place on an ongoing basis throughout the lifetime of a project.

In order to provide the level of expertise our clients require, some members of our staff are both former and existing local councillors.

Where a Cratus member of staff is an elected member, Cratus has established a particular protocol. This is:

  • The member will declare his or her employment in their local authority’s Register of Interests, which is a matter of public record
  • Where Cratus is working within the Borough on behalf of a client, on a planning project, the Member will write to advise the Head of Planning and the Council’s Monitoring Officer
  • The member will not participate in any aspect of the planning application. This will include:
    • Having no role in consideration of the application on behalf of the Council
    • The person will not work on the application on behalf of Cratus or its Client
    • The Member will pass any comments from constituents on any such planning application to their fellow ward councillors, while explaining their personal conflict of interest
  • People become councillors in order to serve their local communities. Therefore in cases where we are approached by an organisation to work on a planning application and we have a member of the team who is affected in their role as councillor and would rather Cratus was not associated with the application we will decline to work on the project.

In the case of the Advisory, Public Affairs and PR teams:

  • The member will declare his or her employment in their local authority’s Register of Interests, which is a matter of public record
  • Where Cratus is working within the Borough on behalf of a client, the Member will write to advise the Chief executive and the Council’s Monitoring Officer
  • The member will not participate in any aspect of the work undertaken on behalf of the client, should they hold a Cabinet portfolio / executive member position

Furthermore, in the circumstances that a former government minister holds a role with Cratus, this will be approved by the Government’s Office of the Advisory Committee on Business Appointments prior to commencement and will be subject to the conditions set down at the time of approval being granted, along with any subsequent conditions that may apply. Along similar lines, where former senior civil servants hold a role with Cratus they abide by established Business Appointment Register processes.

A list of clients for whom Cratus has worked, or is working for currently, will be published both on our website and entered on to the Public Relations and Communications Association’s (PRCA) Lobbying Register which is updated Quarterly. Cratus also abides by and is a member of the Register of Consultant Lobbyists.

Prior to formally undertaking any work for a client, the company will supply a copy of this protocol to them.

All members of staff will act in such a way as to ensure this company code of conduct is abided by.
