Julia is the former leader of Waverley Borough Council, and also a former Town/Parish Councillor. Prior to becoming Leader of the Borough Council she held a number of senior Cabinet roles giving her extensive local government political and operational knowledge and experience. She is able to leverage her expertise and contribute value within housing associations, public sector organisations, and local government associated service providers.
She is able to act as a trusted political advisor in a number of strategic areas i.e. Training and mentoring new Councillors and developing new business and customer service delivery within the associated public and private sectors of political/community engagement.
Having steered numerous change initiatives and overseen the key restructure of Waverley Borough Council’s senior director workforce and liaised with Officers to deliver the borough council Local Plan Part One & CIL (Community Infrastructure Levy).
Julia led the strategic direction on key major planning and regeneration developments within the borough, including the Brightwells Farnham Regeneration scheme, a mixed commercial and resident project worth £120m which aimed to bring jobs, shops, leisure and new homes, with an annual £900k income for the council. She spearheaded a £9m Ockford Ridge Refurbishment and Regeneration scheme to provide 104 new Council homes and ground-up refurbishment of remaining council homes on this estate to decent home standard and liaised with developer and landowners to bring forward Dunsfold Garden Village a key site of 2600 plus homes of mixed tenure in the borough.
During her time as a Local Government leader she has held a number of external board appointments such as Board Member EM3LEP, School Governor, Board Member of major regional Arts & Cultural Centre, and Trustee of a Local Community Charity all of which have helped shape her understanding and insights within local communities.
In summary she is a visionary Leader and Communications Specialist with a proven history of success in pioneering change projects across complex business landscapes. With over 30 years of industry insight working in FMCG sector for Procter and Gamble, Coty Inc before becoming a Councillor, Julia has devised sustainable strategies and delivered multi-million-pound developments to improve services throughout a range of environments, from large companies to the local government and public sector. Both an adept leader and trusted collaborator, she has mobilised senior director teams, established key partnerships with stakeholders at all levels and liaised with external parties to influence local policy.
