Toby is a former political adviser in the Liberal Democrat Whips’ Office, specialising in Home Affairs, Foreign Affairs, Defence and Justice.

Before joining the Whips’ Office, Toby worked in public affairs across two agencies, advising on a mix of national and local government policy and campaigns.
As a Justice Adviser, Toby worked closely with the Liberal Democrat Justice Spokesperson, Josh Babarinde, on legislative reform to strengthen protections for victims of domestic abuse, helping to close a loophole in the identification of offenders.
During the 2024 General Election, Toby was aide to the leader of the Liberal Democrats, Ed Davey, travelling up and down the country on one of the most eye-catching Leader’s Tours in recent memory.
He studied BA Modern History and Politics at the University of Southampton. Outside of his professional work, Toby is the Honorary Vice Chair of the Liberal Democrat Friends of Israel.
