Sir Howard was the Chief Executive of Manchester City Council for 19 years from 1998 to 2017. During this time, he presided over Manchester’s development as a global city, and a surge in its economic success. Our Director of Public Affairs, PR & Advisory, Sean Anstee CBE, discussed Sir Howard’s view of recent developments in Greater Manchester, reflections on his years at the helm, and ideas on how Manchester can recover from the current crisis.
