Lorna’s tenure in local government has been defined by her commitment to social justice, financial resilience, and systems leadership. In 2023, recognising the unsustainable pressure of rising demand against shrinking public sector budgets, she led a fundamental shift in strategy. Under her leadership, Southampton halved a £40 million budget gap within a single financial year, setting the city’s first fully balanced budget in over a decade and establishing a credible pathway to long-term economic and social renewal.
Key to this transformation was Lorna’s focus on organisational culture. She championed a new relationship between political leadership and professional expertise, creating space for challenge, collaborative solution design, and embedding a whole-system ethos across all council functions. Lorna’s leadership style is rooted in trust and a clear sense of purpose, underpinned by her belief that lasting progress is only achieved through partnership and shared ownership.
Highlights of her leadership include the launch of the Reissuance Masterplan, a strategic, partnership-led vision for regeneration across the city; securing the long-term future of St Mary’s Community and Leisure Centre, reaffirming her administration’s commitment to investing in the city’s most disadvantaged communities; and playing a key role in the formation of the Hampshire and Solent Combined Authority, unlocking significant devolution opportunities for the region..
Beyond politics, Lorna has a professional background in the social housing sector and is currently undertaking a PhD examining the impact of GDPR on the third sector through the lens of trust and resource mobilisation. This research reflects her broader interest in the relationship between regulation, data, and the effectiveness of civil society.
